This qualification is the second in a learning pathway for practitioners in the field of environmental science, environmental management and waste management. This series of qualifications will equip practitioners with the skills, knowledge and values to contribute towards the wise and effective use and management of our built environment, natural resources and ecological systems.

The purpose of the FETC Municipal Finance and Administration Qualification at Level 4 is to provide a structured programme for municipal officials that work with senior management officials so as to provide support to strategic leadership and management needed to transform all spheres of government. The need for well-qualified efficient, client-oriented public officials is therefore identified as a priority in all the three spheres of government. The FETC: Municipal Finance and Administration is aimed at practitioners working in or wishing to work in the Municipal sector.

It is a Qualification in a career pathway towards an accomplished municipal financial management specialist. The FETC in Municipal Finance and Administration, consists of exit level learning outcomes, covering municipal accounting, administration, budgeting, computing, quantitative calculations, human resource management and legislative framework for the public sector. The competencies covered in the proposed unit standards encapsulate the competencies required by public officials working at the operational level (technical support staff in municipalities).

The purpose of the qualification is to enable qualifying learners to apply strategic level development and governance competencies to ensure integrated and sustainable development and governance processes, outcomes, structures, strategies, planning; implementation management, monitoring and evaluation at a municipal level. This Qualification has been designed as an entry-level Qualification in the field of Local Economic Development. It is the first step in a Qualifications framework that ends with a Qualification at level 6.Qualifying learners will have the required knowledge of and insight into the nature of LED and the role that Local Government plays in it. It lays the foundation for developing applied competence in Local Economic Development practice. The Qualification will help the learner with identifying the key values and frames of reference necessary for good governance of their own Local Economic Development by local communities.

A person credited with this training is able to demonstrate an understanding of diversity among people and in particular in a specific workforce, the role and importance played by managing change in attitudes, and the attributes of a good change agent.

Poor performance often occurs as a result of poor management and poor leadership. If managers took appropriate actions to make sure the reasons for poor performance are prevented or removed, the result would be satisfactory performance – comply or more than comply. “The conventional definition of management is getting work done through people, but real management is developing people through work”.

At the end of the programme the participants will learn:

A person credited with this training is able to demonstrate an understanding of the various types of discrimination and the various designated groups potentially forming part of any workplace. The learner will have the ability to develop tools to counteract ideologies of superiority, and the ability to sensitise a workforce in this area in order to work toward bringing about transformation.

Emotional Intelligence

This Unit Standard will be useful to learners who are working within the Public Sector, Local Government, and commercial or community environment. It will enable learners to apply knowledge, skills and insight in leadership as part of their job. This standard will also add value to public officials involved in integrated development planning, public sector management or administration specialities.

This programme is intended for persons who hold, or seek to hold, a supervisor or shop steward position. Persons credited with this programme are able to contribute to the effective functioning of an organisation by understanding the roles of various stakeholders in the organisation, and understanding agreements, policies and procedures related to employment in the organisation. This Unit Standard is intended for people who are, or who seek to be active in the area of local government. It provides the learner with a comprehensive introduction to Integrated Development Planning (IDP)

People credited with this Unit Standard are able to:

• Explain the purpose and role of Integrated Development Planning (IDP).
• Discuss the elements covered in the IDP in terms of own work context.
• Examine the approach to and mechanisms for implementing, monitoring and evaluating the    IDP in own work context.
• Illustrate the key components of Integrated Development Planning (IDP) in the form of a    presentation with examples from own work context
